when i right i do it in steps. it takes about a month or so. i right a bonch of lyrics and over time i right music (like if i come up with a good guitar riff i will put a drum beet and a bass line to it or use what ever insterments) than after a while i will sit down with the music and lyrics infront of me and see what goes togeather nicely. hope i could help.

i usually start with the lyrics, so it doesnt sound like im just trying to fill in words with the music.
Everyone has different views. You can do it in whichever order seems easier to do. I usually write lyrics WHILE thinking of some chords and it fits. One suggestion is:
1. A good song title or music idea.
2. An evoked thought, emotion, situation or memory.
3. A chain of thoughts flowing from the initial idea.
4. The development of the lyrics or music. The careful choice of each song word or note.
5. A revision of the phrasing or order of the music/words, meaning, rhyme and purpose.
6. A good musical/lyrical idea to complement your chosen music or lyrics.
7. The creation of the musical/lyrical idea. Fusing of the lyrics to the music.
8. A complete song.
